39-Storey Towers Proposed for West 41st Avenue: Jewish Community Centre Redevelopment Seeks Major Density Bump

JWest Foundation has submitted a revised rezoning application for the Jewish Community Centre campus at 940-950 West 41st Avenue, seeking to dramatically increase height and density for two residential towers. The proposal boosts the towers from originally approved 24 and 26 storeys to 37 and 39 storeys respectively, aiming to deliver 630 rental homes to the Oak Street corridor. At least 20 per cent of the residential floor area would be secured as non-profit operated rental housing, though notably absent are the 299 social housing units originally promised when council approved the project in 2018. The application, scheduled for a July 16 public hearing at city hall, represents a significant pivot from the previous social housing commitment toward a market-rental and non-profit hybrid model.
The 2018 zoning amendment originally envisioned nearly 300 social housing units, but JWest Foundation indicated this component was "no longer viable" before the amendment could be enacted. Under the revised plan, the non-profit operated rental units are expected to provide housing "significantly more affordable" than average home ownership costs, according to city staff, with affordability deepening over time as financing costs decrease. The project also includes replacement of the existing three-storey community centre with a modern facility featuring a 415-seat theatre, Vancouver Holocaust Education Centre, aquatic and fitness centres, 62-space private childcare, and seniors' daycare. A six-storey building housing a relocated King David High School and a 37-space childcare facility in one tower round out the comprehensive redevelopment.
