Vancouver Mayor Proposes Cuts to Climate Bylaws to Enhance Housing Affordability

Vancouver Mayor Ken Sim has introduced a motion to City Council aimed at revising some of the city’s climate bylaws, particularly those that regulate greenhouse gas emissions from buildings. This motion is a response to the ongoing affordability crisis in Vancouver, which is consistently ranked among the most expensive housing markets globally.


The motion, set for discussion on May 20, 2026, requests city staff to review the Vancouver Building Bylaw and the Energize Vancouver Program. The latter is a city-wide initiative that mandates large buildings to report their energy use and emissions annually, which Sim argues contributes to rising construction costs.
